I agree that divisions are cyclical.

However, since the ACC implements a protected cross-division game, then it makes more sense for the divisions to have equal representation for the various geographical areas.

1 Upper Mid-Atlantic/New England: BC or Syracuse
1 Ohio Valley: Pitt or Louisville
1 Virginia: VT or UVA
2 North Cackalacky: Duke, UNC, NC State, or Wake
1 Georgia/South Cackalacky: GT or Clemson
1 Florida: FSU or Miami

If the ACC decided to expand to 16 members and kept the 2 divisions, then the regions could be tweaked to incorporate the new expansion members.
